The only way to do it that i've read is to follow someone who hasnt done it yet which seems to be very rare considering how much ive asked around Here is a fix. The step says I need to visit the New Altar of Reflection and there is supposed to be a mission available on the Throne World, but the mission doesn't show up on the map and I've been all over in the Altar of the Wrathful and the puzzle isn't there Image: Bungie via Polygon.
