Finish his quest and the related main faction quest and he'll take it off for you The only way to get settlers into power armor is to have them get attacked and be near a suit, they will get in, fight (without a fusion core even) and after the abttle is over, they will get out after a short period. I have a few frames with peices I don't need for these occasions, it makes settlers less needy
