Crystal Tower is basically MSQ content, but when the game first came out they didn’t want to make raids part of the MSQ (generally they still don’t but this is an exception). He will send you to an NPC further in the zone Currently the ARR MSQ is around quests(the different capitol cities have different numbers of beginning quests). If you reduce that by 13% it would be quests, 89 of which are meant to be done at level Crystal Tower was 10 quests. So, around 40% of the quests are meant for level 50
