Maggie is in the lighthouse in the corner. The quest marker doesn't show her but she is inside. Turn right when facing the door to upstairs. then turn right again and shes in that corner space on the floor. You'll eventually find her by doing the main quests so don't worry about missing her Game (s) Bunker #04 is a coastal World War II bunker located at the northern most beach of the Resort. The Hero can visit the bunker at any time, but will only be able access the fore room and turret until accessing the back room from Bunker 02
