I'd recommend the 0-tick sugarcane+composter option, you just need to know how many to make. I am fairly convinced skeleton spawners will be the more effective way to go. Blocks in the nether can be traveled quickly by means of a boat on blue ice. It does work but I'd rather have a double skeleton spawner farm I built Shulkercraft's Skeleton Spawner farm after I saw in the comments that you can make it in to a Stray farm by getting 2 Powder Snow and a cobweb, then putting them in the top of the drop tube in a Snow > Cobweb > Snow arrangement. Cool, a new farm! It works. The official Minecraft Wiki says, for Strays, in the "Conversion" section that I'd say the best farm would involve using water to funnel skeletons into a water elevator, then drop them so when they land, they are at a single-hot kill.
